It might not have been as harsh as it seems though, and the DSE said it actually gave the operator many chances to get the right licence. In 2012, department employee Ryan Incoll even commented, saying: “There were also a number of visits of our wildlife officers to the park to talk to the operator [and] to assist with getting that license. But he wasn’t in the place and didn’t obtain a license.”
